Context

A regulatory framework

to detect VAT fraud in cross-border transactions

CESOP stands for Central Electronic System of Payment information and was introduced by EU Council Directive 2020/284.

Since January 1st, 2024, PSPs – Credit institutions, EMIs, Payment Institutions and Post office giro institutions – have to report certain cross-border transactions data to their National Tax Administration (NTA), in a specific structure and XML format.

The CESOP framework comprises three main elements and stages:

PSPs have to report to their NTA (or to multiple NTAs if they offer payment services in several EU countries) every three months,

NTAs transfer this report to the central CESOP system within 10 days,

CESOP returns feedback on the report's content with potential actions to be taken to correct the file structure or its content.

Filter and convert your cross-border transaction data file,

Pre-validate the reporting file using the official CESOP validation tool

Use a web interface to edit/correct the CESOP reporting file before submitting it to the NTA,

When possible, automate the transfer of the CESOP reporting file to the NTA.

CESOP (Central Electronic System of Payment Information) is an EU-wide reporting framework established to strengthen the fight against VAT fraud in cross-border e-commerce.

Under Council Directive (EU) 2020/284, Payment Service Providers (PSPs) are required to submit data relating to certain cross-border payment transactions to their National Tax Administration on a quarterly basis.

The reporting obligation came into effect on 1 January 2024, with the reported data subsequently being shared through the CESOP system to support VAT fraud investigations across the European Union.

CESOP applies to Payment Service Providers (PSPs) operating within the European Union that process eligible cross-border payment transactions. This includes credit institutions, payment institutions, Electronic Money Institutions (EMIs), and post office giro institutions.

Where the regulatory conditions and reporting thresholds are met, PSPs are required to collect and report information on qualifying cross-border payments to the relevant National Tax Administration (NTA) on a quarterly basis, in accordance with CESOP requirements.

CESOP requires PSPs to report certain cross-border payment transactions where the payer is located in an EU Member State and the payee is located either in another EU Member State or in a non-EU country.

The reporting obligation is triggered when more than 25 cross-border payments are made to the same payee within a calendar quarter. In such cases, PSPs must submit the relevant payment data to the relevant National Tax Administration (NTA) every quarter, in accordance with the European Commission's CESOP reporting specifications.

CESOP reporting obligations came into effect on 1 January 2024. Payment Service Providers (PSPs) must submit CESOP reports to the relevant National Tax Administration (NTA) on a quarterly basis, no later than one month after the end of each reporting quarter. This means that:

  • Q1 (January to March) reports are due by 30 April,
  • Q2 (April to June) reports are due by 31 July,
  • Q3 (July to September) reports are due by 31 October,
  • Q4 (October to December) reports are due by 31 January of the following year.

Following submission, NTAs forward the reported data to the central CESOP system managed by the European Commission, enabling tax authorities across the EU to support VAT fraud detection and investigation efforts.

The CESOP reporting process consists of three main stages:

  1. The PSP collects and submits the required cross-border payment data to the relevant National Tax Administration (NTA) on a quarterly basis.
  2. The NTA validates and forwards the reported data to the central CESOP system operated by the European Commission.
  3. A structured feedback file is generated and made available to the PSP, indicating whether the report has been accepted, identifying any XML validation errors, and highlighting any data corrections or resubmissions that may be required.
LUXHUB's CESOP solution supports PSPs throughout the entire reporting lifecycle, helping them streamline compliance and reduce operational complexity.

The platform enables PSPs to validate and pre-process their data to improve data quality, transform eligible cross-border payment data into the required CESOP XML format, and review or amend reports before submission through a user-friendly web interface.

In addition, the solution helps institutions manage CESOP feedback files, identify and correct reporting issues, and maintain compliance with evolving regulatory requirements. Where technically feasible, report submission to the relevant National Tax Administration (NTA) can also be automated.

To accommodate different operational and technical requirements, LUXHUB's CESOP solution is available either as an on-premises deployment or as a managed service.

CESOP requires payment data to be submitted in a specific XML format defined by the European Commission's CESOP reporting specifications.

LUXHUB's CESOP solution simplifies this requirement by managing the entire data transformation process, from data validation and pre-processing to filtering and conversion into the required XML structure.

The platform also provides a user-friendly web interface that allows compliance teams to review, validate, and, where necessary, correct reports before submission. This helps reduce the risk of validation errors and report rejections by the National Tax Administration (NTA) or the central CESOP systems.

Penalties for CESOP non-compliance vary across EU Member States, as each National Tax Administration (NTA) is responsible for enforcing the regulation within its jurisdiction.

However, CESOP is a mandatory EU reporting requirement. Failure to submit reports, late submissions, or the provision of incomplete or inaccurate data may result in financial penalties, increased regulatory scrutiny, corrective actions, and reputational risk.

Yes. LUXHUB's CESOP solution is designed to support financial institutions operating across multiple European jurisdictions.

The platform helps PSPs manage country-specific reporting requirements by enabling the filtering and segmentation of transaction data, the generation of CESOP-compliant XML reports, and the tracking of submission and feedback statuses for each relevant authority.

This centralized approach simplifies compliance management and helps institutions efficiently address their cross-border reporting obligations.

Standard VAT reporting requires businesses to declare their sales, purchases, and VAT liabilities directly to the relevant tax authority.

CESOP serves a different purpose. Rather than relying on information submitted by merchants, it requires Payment Service Providers (PSPs) to report certain cross-border payment data. This information helps tax authorities verify commercial activity and identify potential VAT fraud linked to cross-border transactions.

While standard VAT reporting focuses on the merchant's tax obligations, CESOP focuses on payment transaction data, providing tax authorities with an additional source of information to support VAT compliance and fraud detection across the European Union.

LUXHUB offers two deployment options for its CESOP solution to accommodate different operational, security, and infrastructure requirements.

The on-premises deployment option allows institutions to install and operate the CESOP solution within their own IT environment, providing full control over data management and infrastructure.

Alternatively, the SaaS option enables institutions to benefit from a fully hosted and maintained solution operated by LUXHUB, reducing internal IT effort while, where possible, automating filings to the NTAs.

Regardless of the deployment model chosen, institutions benefit from the same core capabilities, including data validation and pre-processing, CESOP-compliant XML generation, report review and management, and feedback file processing.

Yes. CESOP can apply to non-EU Payment Service Providers (PSPs) that provide payment services within the European Union and process qualifying cross-border payments.

Where applicable, these PSPs must comply with the same reporting requirements as EU-based PSPs, including the quarterly reporting of eligible payment data to the relevant National Tax Administration (NTA).

When a CESOP report is submitted, the CESOP system returns a structured feedback file indicating whether the submission has been accepted and identifying any errors, warnings, or corrective actions that may be required.

LUXHUB's CESOP portal includes dedicated tools to simplify feedback management. The platform automatically processes and interprets feedback files, highlights validation errors and rejected records, and helps users identify the actions needed to correct and resubmit reports when necessary.

LUXHUB offers more than a reporting solution. It provides a combination of regulatory expertise, proven technology, and dedicated support to help PSPs navigate CESOP requirements with confidence.
